Creating a design and construction plans, preparing budgets, obtaining town-state approvals, creating a bid package, solicitating qualified contractors and bidding the work, preparing contracts to awarded bidders is considered the Construction Procurement Phase, which essentially comprise the services required to move a project to construction. Generally, I do not consider these tasks to be Project Management Services, however, others may disagree.
Upon completion of Construction Procurement Phase, the Construction Implementation Phase follows, which includes, Project Management Services. Below are listed some of these services, however, the size and complexity a project, and needs of the client will determine what tasks and services are required and the extent thereof.
1) Coordinated site visits with the contractor and town
authorities to observe and review construction in
progress.
2) Phone calls and email correspondence with the
client, contractor and town authorities during
construction, dealing with related questions.
3) Site Visits to inspect and observe the Work in
Progress, layout approval of design elements, both
hardscape and green scape.
4) Preparing Site Visit reports documenting the
observed work in progress and expressing any
questions or issues brought up during the visit.
5) Approving contractor’s statements & creating contract
Change Orders.
6) Initial Acceptance and sign-off of the finished work.
7) Creating as-built plans of the finished work (if required
by regulating authorities).
The landscape architect may not be the best candidate to “manage” a project, especially, if it is large, complicated and requires a fulltime Construction Manager, who is dedicated to overseeing and coordinating all the different work tasks, material selections, time-line sequence, billings approvals, change orders, etc.
For such projects, the landscape architect can observe the work in progress, often meeting with the Construction Manager and Contractor(s) to provide needed feedback and critique. It is not uncommon for smaller projects to be overseen by the landscape architect directly, interfacing with the client and contractor as needed. Regardless, to assure a quality outcome for construction, supervision of some sort is highly recommended, as it provides needed checks and balances and objectivity for design and quality control to better assure a positive outcome.
